Look up the definition of "PSA". Perhaps you're part of the new waves of "broadcasters" that have forgotten what "public service" means. PSAs should be relevant to your market, and you should run them because it positively affects your community. Of course, that's how we did real radio...

I'm curious why you would use a middleman instead of dealing directly with the cruise lines or other travel providers directly. Why not approach Travelocity, Kayak, or one of the the other many on-line services? You lose value when you have to carve up your promotional inventory in to too many piece...
